Pen Pressure Fix in Photoshop (XP-Pen)

Most tutorials I come across have in common to have a tapered ink style of brush would be the use of the pen tool with some tweak under path to select the stroke path.
This is ok if you're just using your mouse with the help of the pen tool, but I found this too daunting task and would be time consuming, but if you mastered the use of the pen tool then this would not be a problem.

"FADE"
Some made use of the fade in brush settings instead of the "pen pressure" if using a mouse without any stylus pen at hand.

Again, this may work if using a mouse without a pen tablet but would need a lot of practice to make use of the mouse while drawing., though this method can be used with pen tablet as well.

Downside of this process is that you are restricted and limited to the length of your lines or curves depending on the value of fade you input in settings.

Pen Settings
For this sample demo since I have an XP Pen Deco mini pen tablet, I was able to find a work around and since I'm on Windows one advised not to use the "Windows Ink" from your pen tablet drivers' settings.

Not sure if all Window versions have this problem not detecting the pen pressure using your pen, but after disabling the Windows Ink and adding a text file somehow fixed the problem.

If using a different brand of pen tablet, check your manual on how to access your pen settings after installing your drivers needed.

Notepad
Open your notepad editor and save file as PSUserConfig.txt and inside this text document paste the following code and save.

PSUserConfig.txt
Photoshop Settings folder
Go over your Photoshop (version) settings folder located in your drive and paste the text file you made in notepad.

sample drive location:
C:\Users\yourcomputername\AppData\Roaming\Adobe

or simply press Windows + R and paste 
%AppData%\Adobe
%AppData%\Adobe
Since this is an old version of Photoshop it should look like this when you access the folder settings and simply paste inside the text file you created in notepad.

Brush Settings Error Fix
Unchecking the Windows Ink and adding the PSUserConfig will somehow get rid of the warning or exclamation sign when selecting the pen pressure from drop down.

RESTART Photoshop
Close and open your photoshop to apply the changes and simply open a new canvas and test if pen pressure is fixed.
